I have a few questions. The first one is if this would be good to use as a projectile

My second question is that i have 3 100v 10,000 mfd capacitors and i wanted to know what the best way to charge them is.

First thing: your link is broken. ( fixed link )

I think that steel is a questionable material, you have to try checking whether it is stainless or not (the small amount of vanadium, nickel and chromium seem to remove magnetic properties, or decrease the effect of a magnetic field), and try to use a magnet on it. Also it seems pretty hard and it might be hard to cut or shape.

Second: you could try Uzzors boost converter, probably modified to shut off at a lower voltage (http://uzzors2k.4hv.org/index.php?page=450vboostconverter)

Read up on how comparators and voltage dividers work. A voltage reference is compared against a scaled down voltage in the capacitor bank, when the voltage is high enough, the comparator inhibits the charging circuit (which otherwise would run continually). You need to re-calculate the values so that your charger shuts off before it reaches 100V. Think about adding a potentiometer to adjust the voltage.

The "oil hardening drill rod" (which you will receive in un-hardened state)
has magnetic properties similar to plain cold-rolled steel from the hardware store.
Shouldn't be hard to cut off and file or grind to a point.
The extra cost could be justified if you need a special diameter to closely fit your barrel.

I would like to know what voltage the capacitors for the boost converter should be rated for, the website doesn't say and i don't want to buy the wrong ones. Or would it best to go with the ones rated for the highest voltage?

That boost converter has a comparator (the triangular component on the diagram) which automatically shuts off the charging circuit as soon as the capacitor bank reaches a specified voltage.

You specify what voltage your bank shuts off at by turning the variable resistor (or potentiometer), indicated on the diagram by a resistor with the wiper on the side.

So technically you can use any caps if you play with the comparator and get it to shut the charger off at your desired voltage. As suggested by aonomus, read up on voltage dividers (very simple) to figure out how to do this.

Also be careful, don't mess with high energies until you know exactly what you are doing.
