I took a voltage converter from a disposable camera circuit, and modified it. I tripled the input voltage, so the output voltage is 990V, and hooked up a amp-meter in series with the the caps I'm charging. a 180 mA output, that's about 178 watt :S that can't be right.... what am I doing wrong?

While charging a capacitor the voltage will be much less than 990, because it will drop under load, and the current will vary too quickly for a multimeter to read.
The best way to measure output power is to time how long it takes to charge a capacitor of known energy. For example, if it takes 30 seconds to charge a 180J capacitor, you are getting 6W of output power.
