I assambled a JDM style pic programmer from
I tried WinPIC and PICpgm. PIC pgm is better.
WinPIC tells me that the setup is ok even when the PIC is unplugged from the programmer.
PICpgm is the one that never sees PIC.
I am using PIC16F628 with some simple test code that should make a circuit blink an LED.
What should I do?
Dropping 50 bucks on a programmer ia a little bit too much for me.
The thing is that I couldn't find was the BC547B transistor. I decided to replace that with 2n3904. (pins are backwards) I am not sure if that can cause a problem.
I also got 2n2222 laying around. I can swap those.

Convert your JDM to a powered JDM hooking 5V to the VCC pic line (or 12V with a LM7805). I solved this problem this way (insufficient VCC power). Also the MCLR has insufficient voltage, so use a PNP transistor as follower on the MCLR line to provide 12V to MCLR pin

Good move. I have made a few of those simple programmers and while they can work well on some chips on some PCs there are countless things that are just waiting to go wrong.
The PICkit 2 can be upgraded for new chips over USB so it is pretty fail safe. The only thing that requires some thought is what pins to connect but once figured out it is no problem.
