Try googling the concept of inductive stepup. An inductor of 1 henry with a current of 1 amp flowing through it will have a voltage drop of 6.28 million volts at 1 mHz.
Just hook it in series with 25.6 femtoFarads and feed the series combination with as few volts.

Could you call a magneto (Like from a lawnmower, or old engines) a Hv xformer without a primary? it only makes a high voltage spark for the ignition of the fuel but theres no primary, it just has a magnet run past it.
