Its time to do some resonant arcs :)
My system will be something like this
240VAC 50Hz line -> adjustable inductive ballast -> HV transformer -> capacitor in series with secondary
Last time i did resonant arcs i noticed that ballast setting had direct effect on correct resonant cap size and thats why it was pretty difficult to adjust by trial and error.
This time i would like to base my experiment to actual measurements and math but i need help with inductance measurement.
Question is: How to measure HV transformer secondary inductance? With primary open/shorted OR 240VAC input shorted before ballast?

What instruments have you got to measure the DC resistance of the HV secondary and what is the current used in the range of ~~1000 ohms? Dont use a DMM on automatic range select, it may just sit there cycling.
If you have a constant current power supply which will completely magnetize the core via the secondary, and can make a graph of the current rise, and you know the resistance of the winding, you could find the L/R by seeing how much time to reach 63 % of maximum.

If you know the inductance of your ballast (measured by the "line method" - calculate inductance from the current it draws from the mains), you can then multiply the inductance by the transformer's turns ratio squared, then find resonant cap for the resulting inductance "seen" at the secondary winding (this is neglecting the transformer's leakage inductance).
