Look up the equation for the 555 timer and use it in conjunction with Uzzor's spreadsheet to make sure your 555's frequency matches the inductor properly. Also make sure you have a powerful battery hooked up to it, capable of supplying at least 3 amps at 12 volts (mine used an airsoft gun battery).
When I built mine, it wouldn't charge above 100V. I did the two things I mentioned above and made sure my battery was fully charged and the BC functioned beautifully. Keep at it!

I could probably get a car battery for cheap, would that work or would it be too powerful? And if I change a resistor value so the frequencys match and it should work better, right? Here is a picture of the values.

This is starting be to a bit off topic, you might want to start a new thread on charger problem and you might get somemore attention.
Anyway if you get the frequencies right of coarse it is going to work better. With batteries I don't get wat you mean by too powerful when selecting you battery make sure that the average output current capability meets the requirements. Cheaper car flooded lead acid batteries tend to have a greater "cold cranking" current which is the burst of current it is capable which makes them suitable for cars but this means that they can not out put much power for extended periods.

Ok I got the charger working but I have one last question, for the SCR datasheet it says that I need to use a 30ohm resistor in-between the gate and the battery. I don't have any 30ohm resistors and the closest I have is a 68ohm, will using a 68ohm resistor work? And will it damage the SCR if I try?
