Deflection Coil Mains transformer

if you split a deflection coil into the two ferite half's there is a coil on each side if i took the coil off one side and wound about 12 turns on it and and plugged the other existing coil with more turns into 120VAC 60hz then connected the halfs together would it turn the 120VAc to about 12Vac

You do not seem to understand transformers very well. A ferrite core, like the one you mentioned, is not made for mains. It would saturate, and basically the mains would be a short, and the 'primary' wire would blow up.

Technically you can use ferrite for a mains transformer
BUT
As implied above, the useable flux density is much lower (10x) than transformer steel,
so 10x more turns-per-volt would be required for the same core cross-sectional area,
which would ba a lot of turns.
AND
the permeability of ferrite is less than transformer steel and there will be an airgap in the flux path, so the magnetizing (no-load) current will be higher.
SO
for practical reasons don't bother trying to make a mains transformer with a ferrite core.

yeah, too risky. Surely a suitable 120-12v transformer can be had from any old power supply etc (I have one sitting here that is unsuitable due to voltage incompatibility)

With your deflection coil mains transformer, an experiment would be connect resistors to the 12 volt output and find out how many ohms would cause the 12 volts to drop to 6 volts. Once you know that, you can calculate the maximum power in watts your transformer can provide. Its E^2/R or 36 divided by the load resistance.
