hey, i recall a time when i was led to believe that reducing airpressure acting on a fliud, decreases its surface tension to a significant degree until the atmosperic pressure is reapplied. i was told this as an expalanatnion for how the aerogels were first experimentally developed.
first, is this true?
second, if i want to vacuum pot transformer secondaries would this effect work in my favor, with corn oil or thick epoxy gel? -Patrick

Also interested in an answer to this. I thought it was the whole point of vacuum potting; reduced pressures allow the "fluid" get all capillary-action-y on the structure you're trying to inundate/encapsulate. Surface tension would play a major role in that wouldn't it?
