For an induction heater, is one of these outputs better to keep a lock?

My inputs for frequency could be the inverter voltage, inverter current, or the series tank capacitor voltage.

You probably want to use phase comparator II. With comparator I, the phase difference at lock varies depending on where in the VCO's range the tagret frequency is. If I remember correctly, it's 0 at the bottom of the range, pi/2 if VCOin = Vcc/2 and pi if VCOin = Vcc.

Phase comparator II, on the other hand, always locks with the inputs exactly in phase (+/- some jitter).

The tank current will have the same frequency as the tank voltage, neglecting harmonics, so what you want is for the loop to adjust the frequency such that the phase difference is a specific value. This requires comparator II.

Comparator I will lock the frequency of the VCO to an external signal, but the phase will depend on frequency. Because the phase relationship of the tank current and voltage also depends on frequency, I would be concerned about oscillation.
