Understanding comparators: LM311

I am using the LM311 for the first time. I though that the output was a voltage source equal to zero and something slightly less than the rail voltage. Looking at the internal schematic it seems to be a current sink. I was able to get the device to toggle between a close-to-zero state and the rail voltage by putting a resistor from the rail to the output, and sampling the output at pin 7.

Using the LM311, I used pins 2 and 3 as my two signals. 5 and 6 (balance and strobe) were connected together. 8 is Vc and 1&4 is GND.

Am I understanding the chip correctly? The zero state is not truly zero. Is that what the balance if for?

See Dr GV's first post in your IGBT thread.

If the data sheet doesn't make it clear, see if you can find an application note from any of the manufacturers, IIRC National Semiconductor tend to be good for these, Linear Technology, even TI and Analog Devices. Maxim are reasonable on the applications info as well, and of course they have free parts for hobbyists.

App notes tend to describe how a part is used and explain stuff, rather than just the dry data like Vout in the low state when sinking 10 mA (for example) is guarranteed to be less than 0.5v (for example) and is typically 0.3v (for example).

A more modern CMOS comparator with rail to rail outputs may be more to your taste
