Is there any way to keep 31kv and 500/500+ amps going for exactly one minute (lots of times) that is remotely cheap (high schooler budget)?
The part with high schoolar budget made me smile smile

Did a device ever get constructed?
If it did we may never know, Squidhat apparently hasn't visited the forum for over a year...
