The toy manufacture Hotwheels have a real working toy radar gun that operates at 10Ghz. I have picked one up at the flea market today for 50 cents. I have read somewhere that it can be tuned to the microwave ham band.
This website descuss several things you can hack with it.
Walmart, Target and various other retailers stock it.

I have heard of hacking this before, but not in the way that webpage shows!
as long as I don't modify the transmitter circuit and waveguide (assuming the frequency isn;t already in the Ham Bands), would I need a radar endorsement to make this into a crude radar system? - the details from the link in the OP seem to support that it should work since it measures relative motion rather than true motion
EDIT: It appears that Walmart does not currently stock the item, and I didn't find anything on the Target site...

I believe these were discontinued last year or the year before, but they are available on Ebay and the like. Certainly not for $0.50. More typical seems to be $30-$50.

I 'played' with 10 GHz doppler modules in the 70's and I guess it's still a Gunn diode for Tx and a pin diode for Rx ? The first thing you need is a nice regulated power supply for Tx connect an audio amplifier to Rx to 'hear' various movements. Add a frequency counter and you've got a speed gun. Fun item !
P.S. the Rx diode is quite static sensitive so exercise care.
