It sounds like a load of mumbo-jumbo to me. Firstly 300MHz is not microwaves, and it takes a huge antenna to focus this into any kind of concentrated beam.

And, secondly automobiles go through extremely rigorous radiated immunity testing to ensure that they don't crap out or veer over a cliff edge when you drive past your nearest military radar installation!

The journalism is so bad that I'd guess it refers to the "gatling" multi-Marx portable UWB system developed by Mayes et al, who have been trying to sell their invention to the US DoD for years:

Elsewhere, I recall reading about Mayes et al having contests to see who could wreck a transistor radio at furthest distance on an antenna range - something around 100 yards, as I remember.

The antenna on their device was at that time made out of an umbrella, (or constructed to fold down like one) with a UWB bow-tie radiator at its focus. They could never stop flash-over, and so dumped most of the output into resistive terminations at the ends of the bow-tie. The multi-Marxes were of the blumlein type housed in pressurized containers, is as much as I now recall.

I don't think Mayes and Altgilbers have ever made their device very effective as a vehicle jammer, though they've been at it for a decade of so.

There's been segments on the Military Channel of a Hummer-mounted microwave device designed to detonate IED's from a distance, that supposedly could also disrupt the electonics in newer automobiles. Also saw a clip a couple of years back of a sort of radio-conrolled rocket-powered sled that scoots under a car being chased, to disable it's electronics with a microwave pulse. Haven't seen anything recent on that.

Old cars without electronic ignition, fuel injection, etc, would probably not be affected, old electromechanical technology does have that advantage.

Great claims were made for a robotic Tesla coil produced by a firm called Ionatron which was supposed to go over the ground detonating concealed ordnance, but it failed miserably its field trials in Iraq and Afghanistan.
