Testing a commercial lightning surge arrestor

I have a three phase lightning surge arrestor. It is set to go off somewhere between 250-300vac. Can I test it to see if it clamps, or do I need a large joule surge to do this?

I tried connecting one phase to a neon transformer. I connected the grounding lead to the other HV terminal. I raised the voltage to 500vac, but nothing happened. I did not detect any current going through.

Any suggestions?

That's interesting Mr Smooth.

I have just ordered a box of three-terminal lightning arrestors from Russia, because they cost almost nothing and might even work as a low-power trigatron.

This is what they look like.

Actually, I figured it out after talking with the manufacturer.

I used my electric fence generator to generate a 50-70kv voltage spike (yes, I know it is a lot). I used a high voltage oscilloscope probe. The pulse is only a few ms.

With the pos and neg connected to the arrestor, the spike is reduced to under 10kv. With one of the leads connected to an actual ground the spike would be reduced further.
