Let's say I have a rail voltage that can vary from 0 to 500v. How is it possible to make a circuit to provide a stable reference voltage as long as the rail voltage is above a certain value? Is there a name for this topology? I think this requires more than just a regulator chip.

A regulator chip, with it's input clamped by a zener diode and connected through a resistor to your supply rail?
