Lets say we got a MOT rated at 230V/2300V, turning it around would give us 230V/23V.
But you still have to consider its current abilities etc, and im not even sure the secondary is usable as primary for 230v, so somebody correct me please.
Alternative solution:
Cut out the secondary coil and wind a new one from some AWG16 isolated wire, I think I used around 30-40 turns and got up to 20Vac, with a variac you can can control your voltage, keep the mot from saturating and it wont overheat so fast.

your living in a 120V land right? Then your transformer has approx. 1:18 ratio. Running backwards: V=120/18=~7V AC. The current available will also be pretty funny, roughly 1.4A into a direct short
Better remove the HV secondary and wind your own low voltage secondary on its place.

Here I have winded more 6 turns for the primary and winded 20 turns for a new secondary, I get 18VAC and after retifed and filtred I get exact 24VDC, the short current is 100A (measured) but the wire only handle 45A (50A for the diode bridge)

Well the primary is not connected to core so even if you leave it in place you're isolated from mains.
From what I understand, he is using the HV sec as a primary to get a low voltage output. There is one wire connected to the core and that would go to mains.
