I'm looking for a proper method for inter-connecting HV cable.
The outside diam. of the cable is 3.5 mm. Where can i find some splices, rated for 30 KV ?

A couple of layers of heat-shrink tubing should do.

Actually it depends on how you are running the wire. If you are running this splice by ground or close to a something it can easily discharge to, then thats probably not good enough. Remember, a splice will add considerable field stress to the area and allow arcing to occur more readily.

How about getting a long length of oversized heatshrink, shrinking it down at the very end long before the splice, injecting silicone or potting compound/potting epoxy, then shrink the other extreme end.

I know 3M sells similar epoxy/heat shrink and epoxy/cold shrink for HV, so this might be okay. If you're still concerned I would do a dielectric HiPot test with a flyback.

I had that happen, at a splice that was just covered in lots of tape, it was near a powerbar mounted on my coil, it arced to the ground and the powerbar exploded quite violently....

My favorite way to make good insulated splices is to slide a piece of vinyl tubing over the wire and then solder the connection. Then I make a glob of hot glue on the connection and the surrounding area and slide the tube down over it while the glue is hot.
