well for the moment the only thing that happen to this belt is the use of HAARP project which affect it in strange ways I suggest to you to go to youtube and type the words project argus and starfiship prime. also type them in the wikipedia.Believe me you will not like it.

HAARP is not a VLF transmitter, and is not known to affect the Van Allen belts in any way, though there is some effort to see if it is possible. Their experimentation is limited to the ionosphere, currently.
