Let's say you have a transformer with 1:1 turns ratio and leakage inductance L. You connect a capacitor C in parallel with the secondary winding and excite the primary winding with a frequency F that equals the resonant frequency of the L and C. Let's say the resonant rise is limited by the transformer core saturating.

The question: Will the reactive current flow only in the secondary winding or in both primary and secondary windings?

It flows in both windings, because leakage inductance is a series element. If you had said magnetizing inductance, then the current would only flow in the secondary.

That is strange. You know the thread "Resonant MOT arcs"? There I put a capacitor in series with MOT secondary winding that was calculated to resonate with the leakage inductance of the MOT. Strangely enough, when I short-circuited the output, current through the primary winding was 2.6A (per MOT) and as I pulled the arc, it rose to ~10A just before the arc went out.
