How much can I go over the 100watt rating before it gets damaged?

Just as long as the resistor stays below it's specified temperature, it won't be damaged. You can make it dissipate 1.21 jiggawatts as long as you don't let it run at that power for more than a few µs...

I have played around with high power cascade cooling systems for CPU overclocking (under -100C @ 200-300W heat load shades )

I have dummy load made out of copper plate and four 25W power resistors. I can push them around 300W when temps are near -100C without any problems cheesey

I think ~150°C is a safe temp for ceramic resistors.. so when you burn your finger when you touch it its probably too hot

Some of those ceramic resistors can be overdriven to a dull red heat. Others can't. Yet others are practically red hot already at their rated power.

So RTFDS, and if you can't find the FDS, now you know one reason why surplus components are cheap: because you don't know anything about them!

I've had the rectangular cement box type spew smoke from their ends before cracking in half lengthwise like a pea pod, releasing an orange glowing coil of resistance wire. Not sure what percentage overload that was suprised

You're missing a HUGE part of the puzzle here. No resistor has just a power rating. The complete spec specifies how much dissipation give a specified temperature (ambient air, heatsink, etc...)

For example, the spec might state 100 watts maximum dissipation in ambient air of 25degC.

One caveat about metal-clad power resistors - I have seen the end of one these blow off violently when grossly overloaded, trailing a taser-like string of (live) wire behind it across the room.
Plain ceramics probably won't do much more than crack, but you probably don't want this to happen too close to an eye though...
