If I have a 3 phase generator in a Star configuration putting out V volts per phase will the rectified voltage from all three phases be 1.7*V*1.4?

It depends on how you wire it.
From what you describe, i want to say its only 1.414*V with good regulation :P.

Phase to phase Vpeak = sqrt(3) * Vrms..IIRC. Is your generator V defined phase to phase or phase to neutral?
