I wanted to get the rectified mains voltage down a bit when this came to my mind- why not use a SCR to switch the load (capacitor) at a specified time after the rectified mains voltage starts falling. like this:
By controlling the time delay after which the SCR turns on, the peak output voltage is varied. This would probably result in poor power factor but who really cares. The main thing is that it works. Are there any drawbacks of using such approach? I already have in my head the control circuit, hopefully I'll draw the schematic soon.

That is more or less how most lamp dimmers, speed controller, etc work, although you usually drop the rectifier (and use 2 scr's) and need to add in inductor in there to help keep things working smoothly.
