How cheap/simple do you need? Cheapest and simplest would be a DC motor coupled to an AC generator-- but that won't exactly be efficient, now will it? More efficient would be a smaller DC motor spinning a communator to flip the waveform at 60Hz-- but you're not going to get a nice sine wave that way, and the efficiency would still leave something to be desired. A solid state inverter will be neither cheap nor simple to build; buying one is simple but not cheap, but almost always turns out to be the best option.

can you explain the ocsillating relay more? I mainly want to convert a camera flash output to AC to put through and voltage multiplier. I read some where this can be done by removing the diode, is this true? I mainly want to build for expierementation, but also for charging caps at higher voltage.

its more-or-less impossible. several universities have been running high profile experiments for decades trying to solve this problem without any luck.

If you connect up a relay like this: it will oscillate on and off. Then you use spare contacts or an additional relay to reverese the polarity of your DC supply. It is not a good solution but simple.
Instead of removing the diode you might want to make a connection before the diode then you can extract the output of the transformer and experiment without modifying the circuit.

Yes, removing the diode will work fine.
I've tried this myself, and it works really well, especially with inverters from Fuji cameras. I was able to get about 6-7kV out with a 5-stage multiplier and 3V in.
