I have aquired a computer monitor that I plan to use for my lifter. It says 28 Kv on the back wich should work. I routed the hv picture tube wire out of the top of the box. I took a ground off the braided wire also off the tube. Here is my problem. I can draw arcs but when when i get the wires closer the amperage draw goes up and something clicks in the comp and the arc stops I then have to turn the comp off and on once to reset it. Is there some kind of current limiting on the inside? can I defeat it? Thanks for any help.

The current limiting is probably a good thing; for your lifter, it means it won't burn when it crashes. It's probably almost as difficult to try and find / circumvent the current limiting, as it would be to build your own driver.
Just try to use it as-is -- you should be able to get plenty of thrust from the flyback before the current-limiting kicks in.

It is possible that you will damage it if you draw arcs or short the output without a current limiting resistor. If you are careful it usually works out fine but to be sure you can add a series resistor to limit the current. You don't need a lot of current for a lifter, all mine used less than 1mA.

I agree with the previous poster. I wouldn't try to draw arcs without some type of current limiting resistor. It could very well be catastrophic to your "rigged" monitor.
If you want to play with arcs, I suggest building a suitable flyback driver. These are neat to experiment with and are normally fairly safe (unless you're an idiot).
In the future you may want to design a more compact variable lifter power supply. This shouldn't be too difficult for even a beginner. JL Naudin has a few lifter power supplies on his site based of flybacks.

If you want to draw arcs I recommend the ZVS driver
but be careful! i had 4+4 turns on my flyback and I was running at 12v then I got another battery hooked it up to 24v. the negative pin on the flyback arced to the core which arced to primary and gave the worst shock of my life when i hit the switch
