Are you saying that air is not electrically conductive? So how does the electricity travel though the air? and If it doesn't travel anywhere then why do lifters make thrust?
Is he saying that the oil had a far more significant effect than air? If so it could be well worth trying different substances.

IONIZED air is electrically conductive, and the only ionized air is the air near the electrode. This is how a lifter works- The air near the electrode is ionized, then repelled, producing an equal but opposite force in the electrode/lifter.
Salt water is conductive, so it would be the same as using a giant electrode-it will still be trying to ionize the air, but only the air near the surface of the water. Nothing would happen.
It works with oil, I imagine, because although oil is MUCH harder to ionize, some of it will and produce that same force.
I agree with ShawnLG, it may be a good idea to try distilled water, even thought the effects would probably be similar to oil.

I have in fact considered using a HV supply on a boat powered by a horizontal "lifter". If you got 3g force and the boat and batteries were not too heavy then it should move. Possibly even faster then the MHD-powered boat. TDU
