Is it ok to capacitively ballast [current limit] a transformer (on the primary side) if I stay away from resonance?

I think it has been done, but I can't find any good enough links.
Cap should work as long as it is fairly higher-than resonant; in that case you'l have capacitive reactance into mains.
What transformer are you using it for? Capacitive ballast will have poor cost efficiency over inductive ballast for any higher power levels.
