Damaged? Electrolytic Can Capacitor

I just recieved 10 electrolytic can caps that i bought online they are 100v 4700uf, the problem is with just one of the caps if i shake it i can feel movement inside but the others (exactly the same) dont have any movement is this one a dud or just wierd?

My meter only goes to 200 i might try and get a replacement or refund.The guy said they were installed and never used but not sure what in.

I'd say put a 12V battery on it and see if it keeps a charge for a while, but I wouldn't go much higher voltage than that- it just sounds too risky to me,.

One dud from a surplus supply isn't that bad-- I mean, sure, it's 10%, but we haven't still established its status.
Do you have an o-scope? Should be simple enough to measure the capacitance at a well-derated voltage that way...

No i have no scope but im being sent a replacement and im going to trash this one seeing as ill be running them at 280 volts in series.So please somone can lock this thread.
