I was about to suggest a surplus supplier, but it looks like they're still made and available from new suppliers. There's one on this page:
CD4016BE 296-2036-5-ND Quad Bilateral Switch ....................................14-Dip .48 .36 .27 I presume you want DIP instead of SOIC, but SOIC is also available. 48 cents each is cheap enough, though of course Digikey has their minimum order amount: "A $5.00 handling charge applies to all orders less than $25.00."
I haven't read every post or project here, where's a forever flasher schematic? When I was a kid there were no LED's, and long-term flashers used high-voltage batteries and neon lamps. It's the leftmost circuit here:
