Does Smooth-On silicone stick to cement? I want to make a silicone mold and pour cement into it...

here is what I was told to use for the mold...

If you mean Portland-cement-based concrete or mortar, the answer would be no.
If you were on the West coast I would suggest shopping for rubber-mold-making products at a Tap Plastics store. In NY you could go to a Hobby Lobby or Michaels store.
