Good to see you back here, Vlad. I never heard of "leakage technique factor" . Have you searched on the Internet?
My expectation is that you are right. For constant voltage, the x-ray flux and anode heating will increase in proportion to the current. X-ray spectral distribution (color) will not change.
I hope your concern about leakage refers to a closed, shielded box. X-rays from a dental head do their job by being straight rays from the source. But some are scattered by air (like an optical projector in fog or smoke) so the whole room is dimly illuminated.
