This is about an early style of compact fluorescent lamp ("bulb"), the PL, which has two or four pins and plugs straight into a socket. The magnetic or electronic ballast is part of the fixture, not the lamp.
(LOL. Our 4hv image thumbnailer seems to care about width but not height.) The q-1,q-2,q-3 mechanical keying indicates the design wattage. In a lampholder catalog I found an unkeyed socket option.
I want to test a 13W lamp on the bench, for want of a known-good fixture. It's got a G24q-1 base, which is one of the least unpopular kinds in the USA. Might we expect the 4-pin PL to be electrically similar to a straight T5 lamp? I'd like to try it with a primitive 2-wire ballast and manual-start switch, as found in a handy EEPROM eraser.
Curiously, I _do_ have a fixture for a 2-pin PL lamp. In series with the lamp socket is a simple choke which says "OCF-79 FOR 7-9W LAMP. 118 V 60 Hz." I bet the lamps have an old-fashioned bimetal starter tube built into the base.

I have some money tester lamps which have the same pinout, and found them to be TL equivalent with two filaments (one each end) for 4 pin tubes by testing with a conductivity tester
this suggests that they have filaments as any TL :
