I think without a working corona you wouldn't get toner sticking to the drum. While pretty much anything could be broken it sounds consistent with a dead laser, assuming a laser is even used in this model.
Edit, It seems that a dead laser or a stopped scanner would bring up an error.

laser modulation always on, I'd say, as this is the polarization from the laser beam which enables toner powder to be deposited... (or inverse if this is a negative image as corona is negative and a negative charge should attract more than a positive ^^)

Full white page: 1) No developing bias to pass the drum charge to the toner. 2)No drum ground path. Discharging effects of the laser will not occur and the highly negative charge placed on the drum by the primary corona would repel all toner leaving a white page. 3)Drum not rotating 4) no toner in cartridge 5) sealing tape not removed from new cartridge 6)Beam to drum mirror blocked 7) transfer corona wire broken or no high voltage

Its near impossible to take apart, plastic and screws in wierd places... i suspect its a non-repairable type model....
Chit! this means i cant print circuit board transfers now.... Grrrr!
grrrr! i have 2 Brother laser printers and a canon ink jet, none of which can be used for transfers! grrrr!

I have three old (25 years) HP printers based on the venerable Canon engines. Not sexy by today's standards grant you but built like a thank. Everything is repairable and there are plenty of info on the web. For doing "non conventional" stuff they are perfect since they were made for office use with thousands of several pages a month duties.. Cartridges are still available they are cheap to get too if you don't mind a few fixes. have a look at HP LaserJet series II and III and so on... You can probably print a waffle or a pizza on these and they wont mind...
Apparently I'm ignorant. While I'm reading up on my blindspot...
Try taking out the print cartridge, giving it a shake and putting it back in and then reinstalling the drivers. There is a report of this working on the net. If that doesn't work try another cartridge. Try printing a test page to rule out driver problems.
