I have 2 of them. Was going to sell on eBay, but decided I may want to keep them if they perform well. I've heard potential transformers are the next best thing to a pole pig.
I ballasted one to about 125v@7A. Pulled a couple of very hot arcs!
I had a similar beast (35kV/100V) once. Be careful how much Amps you push into the 100V side. Mine was officially rated for 15A but after some seconds with 8A the 100 V winding died This are potential transformers for measuring purposes. But I know, many people used them successfully, maybe I had just bad luck.

Yeah, I've also had some bad luck with a potential transformer (insulation fault), but I think we are the odd ones out, many people claim they are nearly indestructible and put them through some insane abuse without failure.
I'm not sure if I'm reading the nameplate correctly, but it certainly is 100V to 4kV ratio. After that it seems to be rated at 10VA, but it then says "Ith/A: 4" which I'm guessing means the 100V primary can take 4A thermally? The "IL: 7.2/20/60 kV" seems to be its insulation class (maybe rated for 7.2kV with a BIL of 60kV?). I not really sure what "Cl: 0.5" or "Isol. E" are referring to.
You could possibly connect the HV coils of both transformers in series and ground the centre connection for an 8kV centre tapped supply. This is assuming they aren't already centre-tapped or otherwise already have an earth connection on the HV side.
