I would speculate that this has to do with the recent discoveries that light is essential for fetal eye development, and NIR light can help regenerate damaged or dying retinal cells (and for that matter any CNS tissue) by supercharging the mitochondria.
Would make sense to use a low power laser, as laser light is finely tuned and can be adjusted by setting the current and temperature of the emitter to more precisely target the enzymes.
