Low current and high voltage

I build a HV transformer, I have 10KV on the output connected to a bridge rectifier and a voltage divider, with 10KV output current on the primary is 200mA at 24V, but at 5KV output the primary is 400mA at 24V, is the transformer trying to match the current? or there is a problem on the secondary?

How did you change the output voltage from 10 kV to 5 kV? Did you increase the load current? It would also help if you describe the transformer, its frequency, and what (if any) active circuit is driving the primary winding. And how are you measuring the primary current and voltage?

I adjust the output by adjusting the PWM in the input , the input voltage is always 24V and the frequency is 25khz, the primary has 10 turns and the secondary 3500 turns,

Well there's the issue; multimeters aren't designed to measure the current of a 40 something kHz PWM signal! Do you have an oscilloscope?

Thanks but the problem is not the meter, I have another secondary I bought and the current is linear, so I wanted to know if anyone experience something like this with a custom secondary
