Can I use PFC circuit as capacitor bank charger?I decide to use L6561 controller and the same schematic in the datasheet. Will it work if there is no load?My capacitor bank is 400V 2200uF.

Looking at the datasheet Fig3,4,5 I'd say it is not suitable because the rectified mains will rush through the transformer (Inductor with auxiliary winding) with negligible impedance until the voltage across the capacitor reaches about sqrt(2) x Vac after which the pfc functionality will begin.

Yes, an ordinary PFC can only boost the voltage, so it's not suitable for charging a large capacitor bank right from zero volts. It would be nice if someone made a PFC with buck capability. I'm working on it 8)
If you can precharge the capacitor bank, and won't be discharging it low enough that the PFC falls out of boost mode, it might be OK. The PFC circuit will naturally limit current in boost mode, and you can adjust this current limit by clamping the demand voltage going into the multiplier.

The simplest is rectified ac with high enough series resistance to prevent problems, safer would be a step-down transformer (e.g. 24 Vac output) and a step-up transformer (step-down transformer used 'backwards') e.g. 24Vac : 240 Vac .. or something similar. resistance (or reactance) can be on the line side, or load side or between the transformers.
