Igbt brick trouble

i have an igbt

that i think is latched up.. any of you guy have experience on how to tell/ fix it? its only 3.5 Mohms open and my cap charger jus shorts through the coil...

Does it conduct if you poke the terminals with a regulated bench supply? If so the transistor is shot and there's nothing you can do about it.
A multimeter is not really a reliable way to test silicon.
