If you want 850 nm wavelength, and optical power on the order of 1 mW, you can get TO-can-packaged VCSELs from junk GBICs.
You want ones compliant with the more popular Ethernet and Fibre channel standards, which use multimode fiber and "short"wave electro-optical parts for maximum distances on the order of 100 m. Long-haul (10 km) standards use singlemode fiber and 1300 or 1550 nm, but didn't use VCSELs last time I was paid to know such things (2002).
If you want, I'll send you a gigabit optical transceiver to play with. For free space communication, I'm guessing you plan to replace the fiber-coupling lenses with telescope or binocular objectives. Got no idea what sort of optical power budget you can achieve at 1 mile, or how you will manage optical alignment.
