In 1997 my sophmore year in HS, i made a 100 plus farad cap, pretty easy, with common electrolytes or acids you end up with 0.6 to 0.9 volts per cell, kinda low, the sulfuric acid i used (10 molar) was better that the potassium hydroxide, if i remember right.
keeping things liquid tight, while still conductive was always a problem though...

The trouble with "basically the construction" is that there's usually a huge amount of technology (ie knowledge and experience, as well as cool machine tools and exotic chmeicals) between the basic idea and something that's saleable. I bet what you could cook up in your home lab is probably about as good as the first demo that some researcher in industry cooked up. The thing is, you will compare your effort against the commercial thing that has had 2 orders of magnitude improvement with subtle changes in composition, improvements in cleanliness, secret materials, reductions in spacings etc that have taken 20 years of experiment to produce, and probably be disappointed.

using Shapelock aka Polymorph to seal it might help here.
Possibly chemically dissolve it i.e. acetone then run it through a bubbler and allow the acetone to evaporate to obtain a fine powder. Then mix this with your activated charcoal and other incredients to form the active plates.
Apparently another method is to take the prepared plate and electrolyse it in a dilute solution of sulphuric acid. This forces the acid deeper into the plate and increases the effective capacitance...
Using PVDF as the salt bridge also helps from what I can find out.
