Also according to the article the 1 megawatt unit has not been delivered to the U.S. as it was supposed to be.

"'We had a preliminary agreement with a very important party in the U.S., but when we received the final draft, it included conditions that our lawyers said that we should not accept', Rossi told Ny Teknik."

It may be a legitimate snafu, but anything that delays progress now will hurt Rossi's credibility.

What troubles me a little bit is Rossi's statement:

"'Within a few months the product will be on the market, and the best test is done by the customers who will come back with the product if it doesn’t work', he told Ny Teknik."

And here I thought the main idea of starting with a 1 MW industrial/commercial installation was to establish a test bed - so to speak - in order to work out the operational aspects and prove the safety, reliability and practicality of the device.

IOW, what he's got now (to the extent it actually does make excess energy) is a laboratory curiosity, not a marketable product, IMO.

Moreover, I should think that as an inventor with ostensibly limited resources and limited business and marketing experience, he would be much better off finding a well-to-do business partner to which he can offload the various risks involved.

I'm not ready to call it a fraud yet, but this dosen't bode well, IMO. I'd like to hear the details as to why he couldn't accept the agreement.

Some of the early model fuel cells used nickel based catalysts and H2 gas.
The inefficiency noted in the "e-cat" system seems to reflect the surface chemistry of the old Hydrogen Half Cell. Under conditions above normal temperature and pressure, the chemical reaction rate would accelerate, but not magically create more energy available in the system.

I seriously doubt the device will deviate from this apparatus by any significant degree (other than replacing Pt for lower performance):

I agree with Carbon Rod.

I said as much in an earlier thread on this subject.

I also believe there is 'some' fraud involved here.

Rossi's explanations are just not credible from the point of view of accepted scientific procedure, etc.
