This oscilloscope is not functioning properly, the display shows what you see in the photo. Any idea of what can be the cause, can it be repaired? the owner wants $30. thanks in advance.

It appears that something in the horizontal stage is limiting the deflection.Put the scope into X-Y mode with no inputs attached, try and move the dot around the screen with the vertical and horizontal position controls. This may be a transistor problem.
The scope is fairly limited in usage, it has only 15 Mhz. I found it in a 1975 HP catalog here. Parts may be an issue. The scope was made for TV repair use, among other things. It seems a lot of money for 35 year old non functional scope. However, it may be a simple problem.
