How can I use this as a positive to positive voltage buck-boost regulator? I'm trying to make a solar charger... but for some reason the designs in the datasheet are all for everything I basically don't need. :(

For a positive supply to positive output with a single inductor you can have EITHER buck OR boost. For buck/boost a transformer would be required. e.g. flyback.

You've picked a single switch, single inductor device, which can only invert polarity when doing a buck boost. You need both input *and* output switches with a single inductor for a non-inverting buck boost. With a transformer, any polarity can be chosen of course.
If you're connecting a solar panel and a battery, surely you can pick polarities to match the components you have to hand? Or have you already bolted them down to a common ground?
