wow thanks for posting!! I will definitely be avoiding the rain for a while. I would be interested to know the amount already in our tap water...
EDIT: Wait I'm confused by his math (or by my math). 1mR = 10uSV so 1.33 mR only equals 13.3 uSV which according to this chart: is only equivalent to a little more than the typical background dosage, not 133x it!?

Interesting to note his comment "the paper towel is relatively dry" so that's a measure of the radioactivity of dirt, not rain.
Much more interesting would be to put the towel in a bag for a while and see how fast the activity decays. If it decays with a half life other than about 2.4 days we know that the assertion that it's 239 Np is misleading, and perhaps scaremongering.

I am always suspicoius of the math, units, and the meaning of the results in reguards to nuclear chemistry/physics.
too many have said 123 at ABC units means its harmless.
-or-
the 456 at XYZ units means we all have 3 minutes to live.
I dont mean to suggest that nuclear science is random or incalculable, this field is as predictable/verifiable, and repeatable as any other field of science. But too many seem to arrange the math to arrive at a "all-ready-wanted" conclusion, and thats not science or engineering.
