I bought some capacitors several days ago.My classmate told me these are really old oil capacitor and might contain PCB.Because I have never seen this kind of capacitor,I torn apart one out of curiosity trying to find out what type it is.Its inside structure looks similar to film capacitor on appearance.If it really contains PCB,will this cause health risk?
PCB become widely known and infamous in Taiwan after a food contamination accident that poisoned thousands of people in 1979.So I am afraid now.

PCB oils have been banned because they are persistent environmental pollutants. What they do is seep into the ground and cover plant roots, soil particles etc and stay there for centuries. This kills the plants and makes the soil unsuitable for growing new plants, and the soil cannot be reclaimed because you can't destroy the oil without destroying the soil. The toxicity is actually of little concern. These are very inert oils, and react with pretty much nothing. After all your body is a chemical reaction...
The food in tiawan was also contaminated with Polychlorinated dibenzofurans and Polychlorinated dibenzodioxins; both chemicals much more toxic than PCBs. Those PCDFs and the PCDDs were likely the cause of the health effects experienced by those people, with the PCBs having little to no responsibility.

that capacitor is rolled film and plastic. no pcbs there. i think it needs to be electrolytic or an oil filled capacitor to have any pcbs. they probably wouldn't be a health risk in such small quantities (and not being ingested) anyways.

But this page says this kind of capacitor is "Hermetically Sealed" oil capacitor
