It just occurred to me that an electromagnet in series, configured to separate the electrodes slightly, might allow big arcs with reliable repetition. It would have to be cleverly made though, for all that voltage.

It's a potential transformer, used for measuring HV transmission line voltage, this particular one is rated at phase-to-ground voltage of a 22 kV line but I'm powering it way beyond that. The resonance occurs between the capacitor bank on its output (30 microwave oven capacitors in series) and an inductor in series with the primary.
