Explain what "it seems to be toggling" means. Also, two transistors make a half-bridge. You're probably just discharging the gate capacitance or something.
I vote for yes, it's normal. The gate is a cap, and caps tend to retain a charge. On smaller fets I can toggle them on/off randomly, probably depending on my electrostatic charge at the moment.
but I could be wrong, my electronics skills usually boil down to "try stuff until you find something that happens to do what you wanted to happen"

By power do you mean voltage? And by B1 I assume you mean base on one of the transistors, though an IGBT technically has a gate not a base.
An IGBT gate will store charge for a time as it is a capacitor, though it will leak out at a certain rate too. Probably what is happening is you charge up the gate and then provide no path for current when you remove the voltage source so the gate stays on. If you were to wait long enough it would turn off. If you want it to turn off faster you have several options such as a pull-down resistor to ground or drive it with a source that will sink current like some sort of bipolar or MOSFET totem pole.
