I found a partial paper hidden behind a pay-wall that ambiguously cites an experiment with Ferric oxide (5->20A @ 200Hz), but it did not give the authors to search at my library. X-D

Has anyone tried this with other oxides?
(I'm trying to avoid galvanized or stainless steel's toxic off gassing)

Hm. I found Link2 which if you ignore the pseudoscientific rubbish does contain useful information on underwater plasma arcs.

Maybe useful?

I have tried to use arc sintering to make glow in the dark compounds for use as EL phosphor but it didn't work.
What is interesting though is that potentially you could use a somewhat conductive (i.e. bicarbonate) mixture to ignite a larger volume in a sealed tube..
the resultant high temperatures should be enough to sinter pretty much anything you can throw at it.
Carbon electrodes also work for this...
