I don't know very much about magnets but would it be possible to build a brake for a bicycle that was an electro-magnet so when it was 'turned on' the magnetic force between the magnet and the bike rim would stop the bike?

You could, and it would work really well to slow the bike but not stop it. Your brake disk would be made of copper. It is called a dynamic brake. How does that work?

Great idea! I know some land speed record vehicles have used this. If you take two neodymium magnets and place them some what close together and drop a coin through the gap it will slow down. The reason why it cant stop it is because the field on the disk needs to be rotating to build a counter active magnetic field. I would use permanant magnets as opposed to an electromagnet.
