Help on PSU short circuit shut down

I am building ( another) PSu and would like it to shut down when the output is shorted I would like to use a relay that is tripped by the fault condition - as happens with my Maplin PSU I have an idea of using a SCR and relay but cannot quite work out how to do it Has any one a circuit or block diagram to do this plese I expect to be using fixed out puts 9V 12V and 28V max current about 4amps

Well what kind of PSU is it? Iron core transformer, or smps?
Would you prefer using no ICs to do it, or is an IC ok?
