I have a 1994 Plymouth Acclaim and the windshield wipers just randomly stopped working today while i was using them (they failed when i needed them most!). The fuse is fine and everything else on the controller still works, but I got no response when I turned the wipers on. However, about an hour after they quit working I turned them on again and they worked. So I think the motors are fine but I my have a short or a loose connection? any thoughts?

Intermittent problems are usually dirty/loose/corroded connectors/terminals.
clean all connectors, clean the switch contacts, check the motor brushes.
You can use an ohm meter here to try and find higher than normal resistances between contacts, connectors, etc.
EDIT: there will be a switch in the circuit which returns the wipers to rest when turned off. There will also be a time switch for 'intermittent' setting (capacitor/resistor type). also resistors for speed control. Often it is the switch itself that is at fault. (the one in your photo)
